The results of the evaluation of local journals in JBR are intended for various categories of users:

    1. editorial boards of the journals indexed in SCIndeks – Serbian Citation Index, to use them when shaping their development policies;
    2. institutions of higher education in Serbia, where the evaluation bodies (panels, commissions, etc.) may rely on SCIndeks in decision-making procedures regarding the performance of researchers, editors, and the publishers under their auspices;
    3. certifying bodies within the European Research Area assessing the legitimacy of journals, especially open access ones;
    4. the publishers of international citation indexes, to verify CEON/CEES’s recommendations for indexing selected local journals;
    5. funders and potential sponsors of local journals, to help them make valid decisions regarding their support to publishers and the scope of this support;
    6. project managers and independent researchers in the field of bibliometrics, upon a special request and under special terms and conditions.

The most important purpose of the JBR is to provide data that may be used in defining journals’ publishing policies and monitoring their effects. The JBR indirectly reveals to what extent the journals meet international standards that apply to scholarly publishing. The ultimate goal of the JBR is to improve the quality of the evaluated journals and to help them meet the requirements for indexing in international quality-controlled databases/indexes.

The JBR data serve as the basis for the selection of journals for indexing in the SCIndeks - Serbian Citation Index. They are also used in the CEON/CEES’s special programme aimed at the international promotion of local high-quality journals. The best journals are additionally monitored, technically supported and recommended for inclusion in the leading international citation databases.

The JBR, including the underlying analytical databases, is also used in research. Based on JBR data, CEON/CEES occasionally performs analyses of journal publishing in Serbia. The data may be used without limitations by the publishers of SCIndeks journals, whereas independent researchers must comply with certain terms and conditions.

A special version of the JBR with an interface in English is prepared for the users under 3 and 4. This version differs in some details, especially as regards the names of some tiers, which are adjusted to the international terminology.
