The Journal Bibliometric Report is a publication by the Centre for Evaluation in Education and Science (CEON/CEES), based in Belgrade. CEON/CEES is the copyright holder of the methodology used in compiling the JBR and the presentation of the results.

The access to the JBR is restricted to a specific target group of users who participate in its funding. It is funded jointly by the CEON/CEES and publishers of the evaluated journals, which are, at the same time, the subscribers of SCIndeks. The journals that are not indexed in SCIndeks are also covered by the evaluation, in order to determine the relative impact (ranking), and, accordingly, the tier of the evaluated journals in relation to all scholarly journals published in Serbia.

Journal publishers, as JBR's main users, and at the same time its co-funders, take part in defining general concept and improving the methodology by making their comments and suggestions. The editorial boards’ complaints regarding the data accuracy are carefully analyzed and, if necessary, the data are thoroughly checked. The JBR is the result of an impartial, data-based evaluation. The underlying methodology strictly complies with the scientometric doctrine and good international practices in journal evaluation. It is independent of any influence related to interest groups, research fields and, especially, government regulation and funding institutions. The only interest guiding the JBR publisher is the striving to make the best use of the results in supporting the development of journals and local academic publishing in general.
