Journals are rated in accordance with the Rules on the procedures and methods for the evaluation and quantitative expression of scientific research results of researchers (Official Gazette of the Republic of Serbia 38/17, 21 April 2017). The requirements have been operationalized in accordance with the scientometric doctrine and good international practices in journal evaluation.

Dividing journals into tiers

The final outcome of journal rating is dividing them into tiers. The tier is an overall measure of journal value expressed on the scale comprising 10 categories.

Journals are classified into different tiers if the following requirements are met:

High-quality international journal
indexed in WoS/JCR, but not ranked among the top 60% of the journals in the relevant field according to IF2; or, if the journal belongs to any SSH field, ranked as Q1 in Scopus/Scimago
 
K24
National journal of international relevance
(a) published regularly *
(b) ranked among the top 5% of the journals in the relevant field according to the impact that combines citations in the WoS and in the national citation index (CEON IF5); or, if the journal belongs to any SSH field, ranked as Q2 or Q3 in Scopus/Scimago
(a) ranked among the top 20% of the journals in the relevant field according to the WoS IF5
(b) ranked among the top 50% of journals according to the composite indicator internationality** and, at the same time,
(c) meets at least one of the following requirements:
(i) is indexed in a quality-controlled database***, or
(ii) complies with the basic publishing standards (DOI, DOAJ, CC), or
(iii) is ranked among the top 16% of the journals in the relevant field according to the total number of local heterocitations

Reputed national journal
(a) published regularly*
(b) ranked among the top 30% of the journals in the relevant field according to the impact that combines citations in the WoS and in the national citation index (CEON IF5)****
(a) is indexed in a quality-controlled database***, or
(b) complies with at least two basic publishing standards (DOI, DOAJ, CC), or
(c) is ranked among the top 50% of the journals according to the total number of local heterocitations

Quality national journal
(a) ranked among the top 60% of the journals in the relevant field according to the impact that combines citations in the WoS and in the national citation index (CEON IF5) or
(b) is indexed in a quality-controlled database***
in case the number of journals that meet the basic requirements is too small, is ranked among the top 84% (≥M-1σ) according to the total number of local hetero-citations.

National journal
meets the requirements defined in the Act on Editing Scholarly Journals and is not ranked among the top 60% of the journals according to the impact that combines citations in the WoS and in the national citation index (CEON IF5)

Newly published journal
meets the requirements defined by the Act on Editing Scholarly Journals and is published for less than two years
 
none
Unrated journal
(a) listed by the Ministry, but it is not published in the Republic of Serbia, or
(b) does not meet the requirements defined by the Act on Editing Scholarly Journals, or
(c) has violated the basic publishing and/or ethical standards
 

* if at least one issue of the journal was published during the previous year
** expressed as the average z-values for the indicators share (%) of papers published in world languages, the share of papers by international authors, the share of papers co-authored with the authors with international affiliations and the share (%) of international references
*** having publicly available criteria for the selection, control, and re-evaluation of the journal’s quality: Scopus, Medline, MathSciNet, Chemical Abstracts and SCIndeks Assistant
**** not including the journals automatically classified into a higher tier
